Electronics Industry Export Data in Hong Kong
In 2021, Hong Kong’s total exports of electronics products increased by 27.7%, with the main export markets being mainland China, the European Union, ASEAN, and the United States. With the continuous recovery of the global economy and the increasing trade activities in the region, Hong Kong’s exports of electronics products to mainland China also increased significantly by 28.6%. Hong Kong’s local exports of electronics products have been on the rise from 2020 to May 2022. The export market is mainly divided into mainland China, accounting for 61%. The rest includes the European Union, accounting for 7.1%, including the Netherlands and Germany, followed by Vietnam, accounting for 7.5%.

Since the implementation of the third phase of the Closer Economic Partnership Arrangement (CEPA) in January 2006, all products from Hong Kong can be imported into mainland China duty-free.
In December 2018, the mainland and Hong Kong signed the Goods Trade Agreement, which further optimized the arrangements for rules of origin. Starting from January 1, 2019, all products from Hong Kong can enjoy zero-tariff imports into mainland China. Based on the existing “product-specific rules of origin,” the two sides introduced general rules of origin, based on the value added in Hong Kong. As long as the product meets the “general rules,” products without “product-specific rules of origin” can also be imported into mainland China immediately with zero tariffs.
The CEPA rules of origin include: (1) changes in tariff classification; (2) specific manufacturing or processing operations carried out in Hong Kong; or (3) compliance with the regional value content standard, which calculates the proportion of offshore price (FOB) consisting of raw materials, component parts, labor costs, and product development costs generated in Hong Kong, which accounts for at least 30% of the product price using the cumulation method or the non-originating materials accounting for no more than 60% using the subtraction method.
