1. Adding of countries that require declaration

Starting in January 2021, Customs Declarations will be required for EU-GB-EU shipments. This will affect all shipments from the European Union to Great Britain and from Great Britain to the European Union. What can you do? In order to smoothly pass the transition period, the bill of lading and commercial invoice of all shipments must provide a complete and correct description of the items, including:

• Address and contact information of shipper, exporter, recipient and registered importer
• Cargo value, freight and insurance cost (refer to Incoterm)
• Goods item, detailed description of goods item, HS code and country of origin
• Incoterms, weight and quantity

2. Application of Import Control System 2

ICS2 (Import Control System 2) will be applied in the beginning of March. The enhancement of the Security screening program will require certain data elements be sent to the EU customs authorities for review and approval - prior to loading at the country of export. This will affect shipments from everywhere in the world to (or transiting) the European Union including shipments to Norway and Switzerland. What can you do? To ensure smooth customs clearance, you need to provide:

• A bill of lading (Waybill) with a complete and correct description of the items
• Issue a complete commercial invoice for all goods before loading, including the description of the goods item
• Provide correct shipper and recipient information on the bill of lading and commercial invoice

3. Cancellation of the VAT De Minimis

Beginning July 2021, the abolition of the 22 Euros VAT De Minimis for imports into EU Resulting in formal customs clearance for all Inbound EU shipments and levying VAT. This will affect shipments from everywhere in the world to the European Union. Read more: What is De Minimis Value? What can you do? In order to ensure the smooth progress of customs clearance, you need to provide complete and correct cargo descriptions for all shipments in the bill of lading and commercial invoice information, including:

• Address and contact information of shipper, exporter, recipient and registered importer
• Cargo value, freight and insurance cost (refer to Incoterm)
• Goods item, detailed description of goods item, HS code and country of origin
• Incoterms, weight and quantity
• Trade type and export reason
