Automated Manifest System (AMS)

The Automated Manifest System (AMS) is a system used by US Customs to process shipments entering the country. Introduced in 2004, it requires air and ocean carriers to submit accurate cargo information within specified time frames for shipments arriving at U.S. ports and airports. Typically, freight forwarders handle AMS filing on behalf of carriers. There are two key filing points: pre-loading cargo reporting, where carriers comply with the 10+2 regulations by submitting the Importer Security Filing (ISF) and other documents at least 24 hours prior to loading; and pre-arrival cargo reporting, where forwarders submit a Customs Entry Lodgement using information from the ocean manifest and commercial invoice before the vessel arrives at port. The AMS streamlines the submission of documentation required to process inbound shipments, ensuring compliance with customs regulations at various stages of the transport process.
