A fee imposed by carriers to customers for shipments through heavily congested ports. The aim is to encourage customers to use alternative ports to ease congestion. A congestion surcharge is an extra fee charged by shipping companies or transportation providers to cover the additional costs of operating in congested areas. It is usually added to the base rate of the freight or transportation service. Congestion surcharges may vary depending on the level of demand, the location, and the time of the service.
