The Port & Terminal Service Charge (PTSC) is a fee incurred when the shipper is unable to deliver cargo directly alongside the vessel, typically in the context of the South Europe Conference (SEAC). In such cases, the carrier may assess expenses for the movement of cargo from the shipper’s point of delivery to the vessel. The PTSC covers the costs associated with port and terminal services, including handling, storage, and transportation of the cargo within the port area. It compensates the carrier for the additional logistics and operational efforts required to facilitate the transfer of goods from the shipper’s location to the vessel, ensuring smooth and efficient loading processes.
